
1. Major Activities of the Month
In the first half of September, most of all the activities were conducted by national experts, while some activities were supported remotely by international consultants. Main activities of the month include visit to sub-projects and other relevant sites in Chattogram, and contributions to SREDA’s training programs (GoB portion). Two of international members arrived in Dhaka to resume activities on 14th September but were subject to quarantine measures for 14 days. The team leader, as the third international team member to resume the field activities followed six days after, to be active from the beginning of October.
1.1 Sub-projects Visits and Sites Observations in Chattogram
Two experts of the Project Implementation Consultant Team, Mr. Masoodur Rahman Khan and Mr. Muhammad Zakir Hossain, have completed the site visits at Chattogram with SREDA, IDCOL and BIFFL officials. It was a three-day visit from 15 to 17 September. The teams visited two sub-projects of EECPFP (Shun Shing Cement Ltd. and Pahartali Textile & Hosiery Mills Ltd.), one state owned enterprise (Eastern Refinery Ltd.) which can be a potential proponent of EECPFP, and two energy related sites (rooftop solar project, hydrogen plant). Summary of the program is presented below:
(1) Shun Shing Cement Ltd. (sub-project owner) (Appendix 25-1)

Activities:
- Brief presentation on the energy savings opportunities in cement sector.
- Collection of production and energy data from panel display and record book.
- Discussed findings, recommendations and data collection technique in the closing meeting with the sub-project officials.









(2) Pahartali Textile & Hosiery Mills (sub-project owner) (Appendix 25-2)

Activities:
- Brief presentation on the energy savings opportunities and world trend in spinning sector.
- Collection of production and energy data from panel display and record book.
- Taking energy and production data of an Air Jet Spinning Machine and checked with the data from panel display.
- Discussed the findings and recommendations at the closing meeting with the sub-project officials.













(3) Eastern Refinery Limited (Appendix 25-3)

Location: Potenga, Chattogram
Participants: SREDA (Chairman, Member-EEC, PD, APD), PI Consultants (Mr. Masood & Mr. Zakir)
Activities:
- Brief presentation on EECPF project.
- Discussed overall system of the Eastern Refinery.
- Walk through audit (without taking any picture as it was restricted).
- Discussed the findings and recommendations at the closing meeting with the SOE officials.
(4) Rooftop solar project at a Factory under Young One Group

- Observed the panel arrangement and process of the project.
(5) Hydrogen plant – a project of BCSIR Laboratories

Activities:
- Observed the process of Hydrogen production and conversion to electrical power.
1.2 Contribution to GoB trainings on EE&C
(1) Training on “Energy Efficiency and Conservation in Building Sector”
SREDA organized a training on “Energy Efficiency and Conservation in Building Sector” on 05 September 2021. This was the third batch of the training sessions organized from August 2021. Our international expert member, Dr. Kimio Yoshida, participated as a lecturer. He delivered a 60-minutes comprehensive presentation followed by active Q&A session. The presentation material is as attached on the August monthly report (MPR24) as Appendix 24-1.


(2) Training on “Awareness Raising on Energy Efficiency and Conservation”
SREDA organized a training on “Awareness Raising on Energy Efficiency and Conservation” on 28 and 29 September 2021. The Training was inaugurated by the Chief Guest, Dr. Tawfiq-e-Elahi Chowdhury, BB, Power, Energy and Mineral Resources Affairs Advisor to the Prime Minister, attended by the Chairman and Member EE&C SREDA. The target of the training was the government officials not only in energy and power sector, but also planning, finance and administration, and industry including Economic Relations Division (ERD), Planning Commission, Implementation Monitoring and Evaluation Division (IMED), Ministry of Industries and its affiliated organisations. The team leader, Mr. Yoshihiko Kato, gave lecture on two of the sessions. Mr. Shah Zulfiqar Haider, Technical Advisor of the Team, and Dr. Mahady Hasan (as the Associate Professor and Head of CES at IUB) contributed to the training by delivering their presentations. The team members’ presentations are in Appendices 25-4, 25-5, 25-6 and 25-7 of this monthly progress report.


The training was one of the first to have all the presentation coming from SREDA’s internal resources, not dependent on the university professors and other experts. It could be recognised as a purely-SREDA contents training, offered to the government officials in various sectors.

1.3 Capacity Development Inputs for SREDA
In response to SREDA’s request for knowledge inputs, Mr. Iida, the Team’s Chief Engineer, drafted two presentation slides; on the (1) Economic benefits of EE&C technologies, and (2) Energy Labelling. Initial consultation with SREDA was made on the final working day of the month, and is expected to be refined and presented to SREDA, as an input knowledge for EE&C promotion.
1.4 Consultations with the IFIs
Activities to finance EE&C equipment has, still been stagnant. No progress was observed with the new application, NOC issuing and loan disbursement. Against this status, the Team’s financial expert, Mr. Ide actively consulted with BIFFL and their implementation consultants, JDI team, to understand the current situation, identify the bottleneck, and to consider addressing to the issues. Consultation with IDCOL, however, did not take place during the reporting month.
1.5 Awareness Raising (billboard design and focus group meetings)
SREDA consulted with the JICA Bangladesh Office on the final design of the Billboard for awareness raising. Having received their comments, the billboard design is about to be finalised.
The team’s publicity expert Mr. Arun Karmaker resumed the regional focus group meetings preparation. The meetings are expected to be convened in the four regional cities, Bogura, Sylhet, Khulna and Chattogram during October.
