1. Major Activities of the Month

In the first half of August, most of all the planned activities had to be postponed due to a lockdown measurement which was partially lifted from 11 August. In the latter half of the month, some activities were conducted upon physical attendance of national experts in project office, including receipt and inspection of energy audit equipment, while progress was made through remote work including our international consultants’ participation in a training program organized by SREDA, development of project website and preparation of awareness raising billboards.

1.1 Procurement of energy audit equipment

Procurement energy audit equipment, which was stagnated for months due to the worsening situation of pandemic, finally saw a big progress in August. Power Tech Electronics, which is the supplier of HIOKI, TESTO and LUTON products, informed the PI Consultant Team on 11th August that the ordered items arrived in Dhaka through maritime transport (via Chittagong port). Then the supplier delivered these items to the Consultant Team’s project office on 17thAugust, witnessed by national experts (Dr. Masoodur Rahman Khan, Mr. Ershed Jaman Khan, Mr. Muhammad Zakir Hossain and Mr. Jahangir Hasan Talukder). Upon delivery, national experts carried out the inspection of these items, based on the inspection sheet (checklist) provided by international consultants. International consultants also observed the inspection works remotely via online meeting system. 

Because some tasks of inspection were not completed on the same day, such as power-on check of the equipment, the follow-up of inspection was made on 22nd August. All the delivered items passed the inspection, except for some minor reservations (e.g. lack of attaching a written paper of one-year warranty) which the supplier promised to address later.

In the meantime, according to Express Systems Limited (ESL), which is the supplier of FLIR’s thermo camera, the ordered item still remained in India and the date of delivery to Bangladesh was not determined yet because of the uncertainty of land border between India and Bangladesh that is still limited open for preventing the widespread of COVID-19. For now, the delivery is expected to be made in September. The following table summarized the current status of delivery.

The PI Consultant Team proposes SREDA to hold a handover ceremony of the energy audit equipment during the international consultants’ next stay in Dhaka (slated for September-October 2021), upon which its ownership will be officially transferred to SREDA in exchange for a handover certificate to the Consultant Team.  

1.2 Contribution to GoB training on EE&C in building sector

SREDA organized a training on “Energy Efficiency and Conservation in Building Sector” on 24/August/2021 (first batch) and 29/August/2021 (second batch) in a remote environment, where our international consultant, Dr. Kimio Yoshida, participated as a lecturer. He delivered a 60-minute comprehensive presentation followed by active Q&A session. The third and last batch is planned to take place on 5/September/2021. His lecture material is attached in the annex.

1.3 Development of Project Website

Project website has started to be developed, which is to be placed under website of SREDA at later stage. Website contains basic information of the EECPFP including project overview, loan procedure, eligible technology list, and relevant documents.

1.4 Preparation of Billboards

The awareness campaign billboard advertisement for the Project is currently being prepared and managed by the PI Consultant Team. Mugnee Multiple Ltd., a service provider, is responsible for the design, installation, and maintenance of billboards.

The billboard design was completed. It is mostly identical to that of the newspaper advertisement. The only difference is the language used. The message of the advertisement is going to be in Bangla language so that it can reach out to more potential participants effectively.

The billboards will be erected in each of the eight divisions around the country. Each location was visited and selected by Mugnee. The location and the size of each billboard is as listed in the following table, and the rendering of each of the eight billboards is shown in the photos:
